A multi-agency undercover operation tied to the 2026 FIFA World Cup has led to the arrest of 13 people in Rhode Island and Massachusetts accused of crimes involving child exploitation, commercial sex, and human trafficking.
Rhode Island State Police announced that Operation Red Card resulted in the arrests of six men in Rhode Island:
• Richard Lallier, 34, of Rehoboth, Massachusetts, charged with attempted enticement, attempted interstate travel for sexual conduct with a minor, and attempted transmission of obscene material to a minor. He was ordered held without bail.
• Joshua Lincoln, 27, of North Providence, charged with indecent solicitation of a minor and electronically disseminating indecent material to a minor.
• Jacob Palazzo, 26, of Cranston, charged with indecent solicitation of a minor.
• Travis Shaw, 38, of Tiverton, charged with electronically disseminating indecent material to a minor.
• Rocky Joseph, 38, of Central Falls, charged with electronically disseminating indecent material to a minor.
• Franco Miccoli, 60, of Johnston, charged with procurement of sexual conduct for a fee.
Lallier is being held without bail, while the remaining five Rhode Island suspects were released on personal recognizance.
The FBI also announced the arrests of seven Massachusetts men: Julio Aguilar of Saugus, Kenneth Berry of Middleborough, Manjil Bhusal of Somerville, Jonathan Matthew William Durocher of Brockton, Trevon Hubbard of Middleborough, Krish Patel of Quincy, and Gerald Sabatinelli of Hyannis. They face charges including child enticement, attempting to engage in sex for a fee with a minor, and attempted rape of a child.
Authorities say operations like this are designed to identify and arrest people who attempt to exploit children or engage in human trafficking during major international events such as the FIFA World Cup.
