WEST WARWICK, R.I. — The snowplow operator involved in a fatal 2024 crash in North Providence has been arrested again, this time on drunken driving charges.
Rhode Island State Police said Lloyd Card, 32, of Lincoln, was taken into custody around 2 a.m. on Feb. 28 following a traffic stop on Legris Avenue in West Warwick. Troopers charged him with driving under the influence with a blood alcohol level between .10 and .15, as well as disorderly conduct.
Police said Card was transported to the Hope Valley Barracks, where he was processed and held overnight as a probation violator. Breath test results were recorded at .103% and .095%, according to authorities.
Card previously made headlines in January 2024 when, investigators said, he fatally struck 71-year-old Maria Vega-Rivera while plowing a parking lot at Maple Gardens in North Providence. Vega-Rivera was rushed to Rhode Island Hospital but later died from her injuries.
Although Card was not criminally charged in that case, he was cited for several motor vehicle offenses, including driving with a suspended license (third offense), operating without insurance, and driving an unregistered vehicle.
Court and traffic tribunal records show Card has accumulated more than a dozen motor vehicle citations in recent years, many related to license violations. His prior encounters with law enforcement span multiple communities, including Johnston, Providence, East Providence, North Kingstown, and Smithfield, with charges ranging from disorderly conduct to resisting arrest and domestic violence.
Card was released after posting $2,000 bail. Under court-imposed conditions, he is permitted to drive only to and from work and must be off the road by 7 p.m.
