Police said they were called to the school at 364 Broad St. after receiving reports of threats during student drop-off.
Witnesses told officers that 35-year-old Frank Blazejewski made a violent threat toward a staff member, allegedly saying he would retrieve a gun and return to shoot them.
Blazejewski, who police say has no children at Norton Elementary and did not know the staff member, was arrested and charged with assault and disorderly conduct.
At police headquarters, Blazejewski allegedly made further threats, leading to an additional charge of threatening a public official.
Authorities confirmed he did not have a weapon at the time of the incident.
In a statement, the Cumberland Police Department said he has “more than 40 arrests in the state since 2007.”
