Feds request documents and video in Washington Bridge demolition review

PROVIDENCE, R.I. — Federal highway officials sought extensive details in early April from the Rhode Island Department of Transportation (RIDOT) regarding the demolition of the westbound Washington Bridge.

In an April 8 email, Derek Torrey, the Federal Highway Administration’s (FHWA) Rhode Island district administrator, submitted 17 separate requests for documents and information related to how the damaged span was taken down over the Seekonk River.

Among the requests were questions about where demolished bridge materials were transported and how debris was managed throughout the process. The request includes documentation and video footage related to the demolition work, signaling increased federal oversight of the high-profile project.

Federal review underway

The FHWA, which helps fund major infrastructure projects, is examining aspects of the demolition tied to the westbound span of the bridge.

That portion of the bridge was shut down in December 2023 after engineers identified a critical structural failure, forcing a major traffic disruption across the state.

State officials later determined the bridge could not be repaired and would need to be demolished and replaced entirely.

Focus on demolition issues

The federal request comes after concerns surrounding the demolition process itself, including previously reported incidents during the work.

In early 2025, a demolition mishap led to large sections of debris falling onto a barge, damaging equipment at the site, though no injuries were reported.

Scrutiny of the project

The Washington Bridge project has been under intense scrutiny since its sudden closure, with ongoing questions about design, maintenance, and oversight.

The state has already filed lawsuits against multiple contractors tied to the bridge’s construction, inspection, and maintenance, alleging failures that contributed to its deterioration.

At the same time, federal officials are now stepping in to review whether proper procedures were followed during the demolition phase.

What happens next

The review by the FHWA could determine whether any federal requirements were violated and whether additional oversight or action is needed.

The bridge, a key connector between Providence and East Providence carrying I-195 traffic, remains the most closely watched infrastructure projects in Rhode Island.
